Dreamweaver http://www.adobe.com/products/dreamweaver/
is by far the best program to build websites but it is way over your budget however you could use torrent or something like Limewire or Frostwire to get it. E mail me for more info.

download the trial of dreamweaver from adobe.com and download the trial and it comes with many tutorials.

save the $200 and buy some beer
