This is always such a hard question to really give a straight answer to. In my opinion an hourly charge is better and easier on both parties involved.
It may come down to standard business practices, and what your geographic market area can withstand. If there are other web designers in your area charging say $175/hour, with a minimum of x amount of hours, then you may want to under price them for $75/hour, especially if the website will be a basic setup. If the market is charging $10/hour, then that should be your rate as well.
One thing to keep in mind is that you do not want overcharge. Word-of-Mouth is everything in a business such as web design.
You also want to think about drawing up a contract, that is fair to both you and the customer. The contract should include what work you will be doing for the customer, projected amount of hours, cost factors, server/hosting fees, marketing, SEO work, etc. It will be a guide to fall back on should any problems arise.
Keep in mind that just putting up a website is half the battle. If you are pitching the concept of the website bringing your client more business, then he/she may be expecting you to market it as well. An example would be, if the client pays you $2000 to design the site, and does not get 1 new customer, how do you think he/she will react?
Think all these things out before jumping in with both feet, because it can ruin a good business model if not done properly.
