Your best strategy is to get a flexible 4yr degree in Computer Engineering Technology, or alternately "Computer Technology". Anything less, and you risk being stuck in a low level, low pay job.
San Jose State has a good program for the latter.

But to answer your questions, there are quite a few courses you need to take. I don’t know if universities offer web design degrees, but I’m pretty sure community colleges do. You need to know HTML, CSS, Photoshop, Dreamweaver, Flash, etc.
A warning though. Web design is a hot field, but at the same time it’s very competitive, and it’s over saturated. In addition, web design is a job that can easily be outsourced, many are!
I’ve been into web design myself, I don’t have any diplomas for it, but just self-taught. I might major in business, I’m worried about the web design industry and its stability. At least in the USA.
