If You were going to hire a web designer, what are some questions You would ask to qualify them for the job?

What is the best site that you’ve made with HTML? (Hyper Text Markup Language)
What is the best template that you’ve made with CSS? (Cascading Style Sheets)
Can you make collums? (Often popular)
If you use collums, do you use the "float:" function, tables, or "position:" functions? (Float is generally best, tables can be decent, positioning is bad)
What are your best uses with JavaScript?
Can you "swap" images and text with JavaScript? (If not, JavaScript experience is low)
Can you make site searchers?
What is your best client site?
Gaming:
What are your specialties in Java?
What is your best work in Java?
What are your specialties in Flash?
What is your best work in Flash?
Databases, accounts, etc.
Would you rate yourself 1-10, 10 being best, on your pages using PHP?
Can you easily use the "for()" loop? (Can be extremely helpful, if No then user is probably inexperienced)
Are you fluent in PHP?
Are you resourceful in integrating PHP and MySQL?
Can you make log-in systems?
Are you fluent in MySQL?
What is your best PHP site?
What is your best PHP with MySQL site?
Have you made any forums from scratch? (If so, make sure you are 100% sure it’s his/her. This means you have the top of the line, and be prepared to pay big bucks.)

As I have no experience in asp.net, I can not relate. This is what I would look for, and what is commonly used. Research functions and abilities of these languages to see what you want.

What do they know about W3C standards and Section 508 compliance, and have them show you how they applied these in Web sites they have developed.

Really, it comes down to experience. Find out how many sites they’ve designed, what types of sites, etc. Most importantly, ask for a list of some sites they designed so you can see what their work looks like.
