Is there a diffrence between a web designer and a web developer?

I ask this because i thought there was but people seem to use the words interchangeably even on job adverts.
I thought a designer dealt with the coding of web pages and the layout and that a developer did stuff like dynamic and database.
Actually i just read in a book that these 2 roles are becoming increasingly combined maybe that’s why i was confused.

The Definition of Web Design (Designer)
Web design typically refers to the process of designing a web site or web page layout and often includes the graphical elements on a page. The design can be developed using a graphics program such as Adobe Photoshop, and provides the framework for the look and feel of a web page.

The finished product of the design does not typically contain code. Rather, the graphical representation of the web page is used by another or the same party as the basis for the code. The representation is divided into areas that can be represented by web code, and other areas that are purely graphics.

Often, web design and development firms use the term "web design" to refer to the entire development of a web site because it is the most commonly recognized term in the marketplace. However, it is important to clarify what a firm means before signing up for their "web design" services.

The Definition of Web Development (developer)
Web development is typically used to described the programming required to construct the "back end" of a website. The back end is the area of the site that isn’t seen by visitors, but which does the work required in order to present the right information in the correct format to the visitors.

Web development is used to describe any database-driven web designs using dynamic scripting languages like PHP, ASP, ASP.NET and Coldfusion. It also covers database design and development. The term can also be used for client-side scripting such as JavaScript and Java.

I would say your explanation is pretty much correct.

The designer is the artist who defines how the page would look, making images.
The developer is the one, behind the scenes, who make the images to "work", writing the codes.
It is rare to find BOTH skills in the same person: the designer is an artist, a dreamer, head in the clouds, while the developer is "cold", unimaginative and especially "logic" (two different brain structures!).
    However…
Many newcommers to web "design/development" are half artists who have used some WYSIWYG programs such as Dreamweaver, and promote themselves as "Developers". BEWARE! They are not and never will be!
It takes years of experience to code properly, and two month learning Dreamweaver is NOT going to make you a Developer, not even ten years.
The two roles ARE combined (even with a third: marketeers who work the commercial contents), as they are ALL required for a successful website.
Best are teams: three specialists, but these are rare.
"increasingly combined" is incorrect: if you follow the trend of "clients requests", you will soon realise that the "clever clients" post an order for a design and another for the coding. Wise clients have realised that you can’t get both from the same individual.
Being a coder, I call upon artists to give me images and layouts (My images are just plain boring, but I have come to accept that I am no Dali or Picasso!)
